N. Korean leader: we'll only use nukes if faced by nuclear threat
North Korean leader Kim Jong Un said Sunday that his country will only use nuclear weapons against its enemies if it is threatened by them with such weapons and the country's sovereignty is violated. In a speech delivered at the ruling party's congress, Kim claimed his country is committed to preventing the spread of nuclear weapons and to stopping the global nuclear arms race. He also called for the normalization and re-establishment of relations with countries that "respect the sovereignty" of North Korea, even South Korea. Despite his speech, Kim's army continues to develop nuclear weapons and conduct tests of surface-to-surface and submarine-launched ballistic missiles capable of carrying nuclear warheads.
