An incident has shaken the city of St. Cloud, Minnesota, as a 16-year-old has been accused of intentionally running over and killing a 70-year-old pedestrian.

The victim, Norbert John Olmscheid, was walking on the sidewalk near the 1700 block of Sixth Avenue North last Friday when 16-year-old Israel Muyaya Madimba allegedly drove a stolen vehicle onto the path and hit him from behind, reports KSTP.

According to the criminal complaint filed in Stearns County, Madimba has been charged with first-degree premeditated murder and second-degree intentional murder.

Prosecutors allege that Madimba admitted to intentionally running over the victim, even accelerating the vehicle as he trailed him slowly. In a post-arrest statement, Madimba claimed he saw Olmscheid walking on the sidewalk and "decided to run him over."

Prosecutors say Madimba stole the vehicle from the St. Cloud YMCA after finding the key in a locker.

He allegedly drove around listening to a song about murder before spotting Olmscheid on the sidewalk. Madimba reportedly followed the victim slowly before accelerating the vehicle and hitting him from behind. The criminal complaint also alleges that Madimba was wearing a ski mask at the time of the incident.

The victim, Norbert John Olmscheid, was a beloved member of the community, and his death has left many mourning his loss.

Madimba made his first court appearance on Monday, and a judge set his bail at $1 million with conditions or $2 million without conditions.

His next hearing is scheduled for May 8.

If convicted of first-degree premeditated murder, Madimba faces life in prison without parole.
