A 31-year-old naked Portland man was charged with first- and second-degree attempted kidnapping, first-degree custodial interference, third-degree assault and harassment after he allegedly attempted to kidnap a 7-year-old girl from her mother, according to Fox News. The outlet also reports that local police had received reports of a naked man running around Tom McCall Waterfront Park, with some callers saying the unclothed man had tried punching them in the head. However, no police officers responded to those calls at the time.

“All police officers were busy with other calls, including an incident involving a disturbance with a gun, and none were available to respond,” Portland police said.

Portland authorities say the girl, who was checked out by paramedics, was not seriously injured and only suffered minor scratches after the alleged kidnapper, Daniel Vasey, grabbed her arm and attempted to pull her away. Police say the girl’s father attacked Vasey by punching, slapping and pulling on the suspect, which prompted him to release the girl. One bystander reportedly used pepper spray on Vasey to prevent him from harming others. Vasey then jumped into the Willamette River and was found naked in the water when police arrived.

Fox News reports that the girl and her family were visiting from out of town. Vasey was booked into the Multnomah County Detention Center.

Authorities have not reported any prior criminal history involving Vasey, and it remains unclear what led to the alleged attack. Police said the investigation remains ongoing as prosecutors review the charges against him. Vasey remains in custody at the Multnomah County Detention Center, and additional details about the case are expected to emerge during court proceedings as prosecutors determine how to proceed with the charges.
