Transgender “Youth Advocate” Charged With Rape of Infant Girl In Washington

A Washington man who identifies as transgender has been arrested and charged with the rape of an infant girl. William Kelso Flournoy IV, who uses the name “Isabelle” or “Izzy,” was charged last week with first-degree rape of a child and sexual exploitation of a minor.


Tacoma police began investigating the rape after receiving a “priority 1” level CyberTip from Google through a database used for internet crimes against children.


According to the Tacoma Police Department Incident Report obtained by Reduxx, the tip had flagged a photo uploaded through Google described as depicting an “adult man, on his knees with a small infant in front of him.” The man, whose face was not visible in the photo, was penetrating the infant girl vaginally using his penis.


Detectives identified Flournoy as the male in the photo using both an IP address associated with the CyberTip, and by comparing identifying physical features noted from the child sexual abuse image. A detective confirmed that Flournoy had “two distinct moles” on his hands which had been clearly visible in the photo.


Detectives were quickly able to identify the victim, and contacted the victim’s parents, who confirmed it was their daughter in the photo. The victim’s father told investigators that both he and the child’s mother had been working two jobs to make ends meet in 2023, when the incident is said to have occurred. He claimed that the struggling family, which was living in a motel at the time, had known Flournoy well, and had invited him and his partner to move in and help babysit the children while they worked.


The report states that the victim’s parents had two other children whom Flournoy had access to at the time, and that investigators intended to conduct an interview with their mother to determine if they had been victimized as well.


Disturbingly, the Tacoma Police Department Incident Report also notes that a search of Flournoy’s room found that he was in possession of a “baby’s binky,” a stuffed animal, and a child’s character plastic drinking cup. The investigator noted that it “appears [Flournoy] is interested in infantilism.”


Flournoy was arrested by the FBI’s Missing and Exploited Children’s Task Force on March 5 after being contacted for assistance by Tacoma Police. Flournoy had been living at an assisted living shelter for transient individuals at the time of his arrest.


Flournoy previously volunteered with the Youth Action Board, a youth-led group connected to the REACH Center in Tacoma that provides input on issues affecting young people experiencing homelessness and housing instability.


Speaking to the News Tribute, Carlos Garcia, director of youth and young adult services at the REACH Center, clarified that Flournoy was never a staff member and had not been involved with the board since October of 2023. Garcia emphasized that the organization maintains strict safety, reporting, and confidentiality policies, and declined to comment further. Court documents indicate that detectives plan to contact the REACH Center out of concern that there could be additional victims given the defendant’s past involvement with the group.


Officer Shelbie Boyd, a spokesperson for Tacoma police, told the press that the investigation is ongoing.


“I spoke with the lead detective, and he is actively investigating this case and continuing to run down all leads, including reviewing locations where the arrestee may have prior history,” Boyd said.


A plea of not guilty was entered on Flournoy’s behalf at an arraignment hearing last week, according to court records. Court Commissioner Barbara McInvaille set his bail at $1 million.


Last July, Flournoy had been accused in a separate case of possessing and dealing. Documents related to that case state that files found on Flournoy’s Google account included what investigators described as ‘voyeuristic-style’ photos of clothed females ages 12–18, and video of Flournoy masturbating on the steps of a homeless shelter for youth in Tacoma. In total, there were 6 other CyberTip reports associated with his digital accounts.


On Facebook, Flournoy claims to be a “youth advocate,” and he operated multiple social media accounts under the name Isabelle. On X, Flournoy followed multiple transgender pornography accounts, as well as engaged with racialized pornography that fetishized themes of white inferiority and the “black new world order.”


Local media reports covering Flournoy’s arrest referred to him using “she/her” pronouns.
